Tutu is hand made to order with great care an attention to detail. Top layer of the skirt is made from red poly-cotton with pea size polka dot. The bottom of the skirt is edged with bias binding. This makes the skirt hang nicely. The 2 under-layers are mad up from flare free black netting.
