Antique 19th Century Chinese or Japanese Black Cloisonne Charger Plate with Flowers.

From the estate of a Chinese Collector.  
Black Ground Cloisonne Charger Plate or Low Bowl with Scrolling Vines & Flowers. 
The colors are Brick Red, Celadon, Green, White & Yellow.
With an old paper dealer info tag that reads:
" Cloisonne Plate, 12" with floral scrolls on black ground, Chinese, c. 1850. ".
Exact age unknown, but I suspect it to be mid 19th century or so (possibly older).
Exact origin unknown, either China or Japan ?
Approx.  12.1" wide x 1.2" tall.
2 pounds, 8.8 ounces.

Fair overall condition for it's age:
With wear, dirt, scratches, pitting & it has a lot of faint crazing or cracking.
Also, a few small restoration spots near the rim (see examples in last 3 pictures).
