This is a photo of Marshal of the Soviet Union Filipp Golikov. He spent 62 years in the Soviet military and was the head of the GRU during WW2. He is best known for not passing along the German plans for the invasion of the Soviet Union (although it is historically unclear why this happened). 

This photo came from the Soviet Revolutionary Military Museum in Riga, Latvia. 2-7/8" x 4-3/8".  it appears to be a photo of a photo. the glossy stock is very heavy.
