This is a badge was struck in 1954 to commemorate the 300th anniversary of the Treaty of Pereyaslav, which created an autonomous Ukraine inside of the Russian Empire. 32 years later, the agreement was memorialized and reinforced under the Eternal Peace Treaty of 1686. in 1978, the People's Friendship Arch was constructed in Kiev to further commemorate the relationship between the USSR's "two capitals" (Moscow and Kiev).

This badge is one of my favorites to be struck by the Soviet Union. the quality and design are amazing. its one of those badges that you keep flipping over in your hands. 1.125" x 1.625" and enameled on brass.
