It is marked GOA, France and handwritten 1908 and Signed (can't make out the name)

The center of the plate is brown and the edge is painted with orange flower motif. Gold trim. Beautiful. Looks very Art Deco, even for 1908. 

Size: 6.5" in diameter and 1" deep

Condition: no cracks or chips or crazing but mostly paint wear ash shown in photos.
