I'm guessing Circa 1930 Campaign card. Can't find much information other than the Hays family was a staple name in the area. J.E. Hays Democratic Candidate for County Superintendent of Schools of Gilmer County WV. Educated in the Public school, West Virginia Business College and Glenville State Normal, etc. Approximately 4 x 2.5". Business card size. Great condition for its age as pictured.
