In the annals of Australian royal commissions and public inquiries, few stick more prominently in the memory than the committee of economic enquiry – the Vernon committee. Established early in 1963, it reported a little more than two years later. At the time, one of the country's leading economists, Professor R. I. Downing, described its three-volume report as "the greatest inquest ever conducted into the Australian economy". He wrote of "the usefulness of providing a wide basis for a public debate about the issues raised by pursuing a high rate of economic growth". 

The prime minister, Sir Robert Menzies, tabled the report in Parliament on Tuesday, September 21, 1965. It was his speech that gave the report its longevity in memory, as he challenged many of its recommendations.
