This is a new die-cut sticker emblazoned with the coat of arms of the Nationale Volksarmee ("National Peoples Army", NVA), the name given for the armed forces of the German Democratic Republic (aka "East Germany" or DDR). 

Sticker is 3.5", printed on 6 mm vinyl. Union printed (CWA Local 6300) and made in the U.S.A. Liquid laminated, guaranteeing a minimum of 5 years (rated for 10 years) in direct elements.
