Vintage Halloween party favors   9 Spin top toys in original packaging

This package is from 1989 sold at Toys R Us.  The unique thing about the packaging is that it was doubled by the manufacturer.  Looks as if it was originally sold as Party Favors  (you can lift the Halloween packaging to see the original packaging underneath.  I tried to take picture without tearing.  One side of the package was opened and it contains (9) spin tops inside (package reads 18).
