To be strictly precise these are not errors in the overprinting but rather are the result of the reversal of the stamp printing

plates. It had been a long standing practice at the Bureau to reverse stamp printing plates occasionally in order to

equalize the wear on the plates. For ordinary stamp production such reversals was not detectable, but where subsequent

overprinting is carried out the net result is an apparent inversion of the overprint.
