This is a vintage or antique hand puppet or stick puppet (it has no body, hands, or feet) in the Punch & Judy style.  He has a sinister look and a velvet robe, but I'm not sure of the character.  This is in good condition as shown, but is rather dusty and would benefit from a good cleaning.
