Photograph Notes: The Ukrainian flag flies beneath the Union flag in front of the Shire Hall. Whether by accident or design, it is being displayed upside down (with the yellow above the blue). Perhaps this is to indicate that the country is in distress? Coincidentally this inverted version was the unofficial flag of the short-lived Ukrainian People's Republic, which existed from 1917-19.
