Frontal portion of an 1838 stampless cover from Dublin, Ireland, to Kircubbin, Ireland (removed from a Victorian autograph collection scrap book).  It is noteworthy because it was signed by Thomas Drummond, who was then the Irish Under-Secretary. The cover appears to be dated December 6, 1838, and it has a cancellation reading the same.


By way of background, Thomas Drummond (1797-1840) was a reforming administrator in Ireland.  Born in Edinburgh, Scotland, he came to Ireland in 1824 to work on the ordnance survey.  As Under-Secretary (1835-1840), he was the key figure in implementing the reforms required by O'Connell's understanding with the Whig Ministry, in particular the reorganization of the police and the steps leading to the dissolution of the Orange Order.  (Source: S.J. As mentioned, the cover is in faulty condition, in that only the front portion was retained, and the reverse bears remnants of green-blue scrap book paper.  Otherwise, the front portion of the cover is clean and well preserved.  It is a Very Fine piece ready to enhance any collection of Irish postal history or Irish historical memorabilia.
