This is a round wooden Made in Holland souvenir plaque with a spinning 3D windmill, hand carved wall hanging décor plaque.  Measures 8 ½” dia. x 1 in. h.  Has stylized rustic houses & trees painted on it and a metal hanger on back.  The back is unfinished wood, stamped Made in Holland, unknown Maker.  The windmill blade spins.
