Rougie studied at the Beaux-Arts in Angers, he joined the famous Vocreschensky workshop, where he perfected his drawing, composition and use of materials. He also learned to master the techniques of oil painting and glazing in the respect of traditions. He made his first personal exhibition in 1980 in Angers, when he was 23 years old, working during the day in a company, he then had to paint at night. He devoted himself exclusively to painting from 1986. 
Like any young artist at the start of his career, he took part in major national fairs: Salon d'Automne in Paris, Salon des Artistes français, Salon d'Automne in the city of Angers. He won numerous prizes in Salons and Group Exhibitions from 1980 to 1989. His work was then spotted by the Parisian Galleries, in particular Wally Findlay, Avenue Matignon, and for which he exhibited in New York, Chicago, and Miami. Then the Guignée Gallery, rue St Honoré organizes exhibitions for him in Reunion, New Caledonia, Gabon, Senegal, Ivory Coast. He will then exhibit regularly in French galleries - Paris, Lyon, Nantes, Cap Ferrat, Nice, Tulle, Pau, Annecy. His works are present in private collections around the world.
