This medal for "Excellent Donor" was awarded by the government of the Hungarian Peoples Republic on behalf of the Red Cross of Hungary. there were three classes: Bronze, Silver, and Gold. This is the gold class.  

Shipping Policy: "eBay Standard Envelope" is shipped as a letter with tracking (only for small flat items) "USPS Ground Advantage" Domestic postage includes tracking number and insurance "USPS Priority" is expedited shipping. "Int'l Letter" shipped as a letter without tracking or insurance. "USPS First Class International" includes tracking.
