The brush bristles appear to be nylon and the brush itself is sterling silver.  There is an engravable square on the back of the brush.  The brush length is approximately 5.75".

The comb teeth are nylon attached to a sterling silver bar.  The comb length is approximately 4.25". 

The brush and comb are set on a pink silk cloth set inside a cardboard base with a clear plastic cover.  There is a slot on the silk base to stand the comb when it is unwrapped. (The comb was unwrapped only to take pictures and then rewrapped in its original paper.)  The brush set and pink base sits inside a plain cardboard box.  This outer box does show signs of age.  Two corners of that outer box have been re-taped because the original tape had split.

The Web Silver Co., Inc. of Philadelphia, PA, started in the 1950s. They are still in business. Even though they made/make flatware, they made baby items like this one, wrapped as gifts, and were sold in department stores.
