Please see photos, the rubber insert between the pedestal and plate will need to be replaced, although it does sit securely as is...

You can see there is a slight rub to the gold on the bottom of the pedestal and a slight indentation. A few black spots, these may be removable, I have not cleaned this item. It does come from a smoke-free environment.

4" tall with a 7" diameter lip, 3" pedestal with a 3" diameter lip.

Also, the turn "bolt and nut" on the very bottom of the pedestal has some rust.
