This is a vintage Lever Action Go Round Toy,  modeled on the Tokyo Communications Tower, and manufactured by the Asahi Co. of Japan.  The original Toy had airplanes and a satellite at its top, which spun around.  Here we have just the Tower with an office building underneath, and faces looking out from the Observation Deck.   The lever action is stuck, but the toy can be used for parts, and displays quite well on a shelf by itself.
