This is a neat vinyl mini, made by Kidrobot for the new line of minis "Transformers Vs. G.I.". This is a figure of Wheeljack. The minis in this line are roughly 3 inches tall.
The mini figure is not articulated. The paint appears to be in good shape except for a small scratch/dot in the paint on the chest (picture #3).
As noted, the box and bag had to be opened to identify and examine the figure. There is some wear to the box, from where it was opened. You can see the wear to the flap in picture #7. The bottom of the box was opened to make it easier for anyone who wants to reseal it.
