Could this be the artists representation of the masked serpent using a serpent on the symbol of a cross. We see this today on the medical cross symbol with 1 or 2 serpents. It represents the Rod of Asclepius or Serpent cross combined with the star of life on ambulances. The cross symbolism had a meaning of torture and death but it has changed with western beliefs of spiritual rejuvenation which began with christ institutions. In Hebrew belief of YHWH the serpent was documented on ancient art. In some asian countries the serpent or dragon is shown as power or luck symbolism. In some Western Asia the serpent symbolizes energy work on the kundalini to gain awareness and christ consciousness. 

Many other interpretations can be made from this photo based on your perception and beliefs which makes it a conversational piece. Please note I do not support satanic rituals but this is a exposure of a expression or to highlight history.
