Rare blue chip accessory

I bought this years ago off an older gentleman that specializes in rare gm NOS accessories

He did not have the box but judging by the condition I believe it to be NOS

The threads in the mounting holes don’t appear to have ever been threaded into.

Take that for what it’s worth, NOS is my opinion.

Does have some scratches that the gentleman told me he caused during transportation from a swap meet in the 80’s when he first obtained it.
