Cheap Toys are monochromatic mini figures based on Garbage Pail Kids characters, and were produced by the Topps Chewing Gum Inc, beginning in 1986.  Production for Cheap Toys began in the wake of Series 3 Garbage Pail Kids, during the height of GPK popularity.
