It could be used for long wooden match sticks or to hold incense sticks.  The woman that owned it loved rustic country primitive items, and had a mix of newer reproduction and very old primitives throughout her home. She had it near her fireplace.   I do not believe it is antique, but it is well made, has a great country /primitive look, and is in nice pre-owned condition, as shown.
