A vintage souvenir spoon, made of 833 silver, with a moving windmill at the top.  I have never really seen the repousse Dutch Boy and Girl holding hands in the bowl before.  Back is marked with a Lion Passant, right facing and II under it for the silver fineness.  Letter M on the helmet of the man for Schoonhoven, which closed in 1987.  The a is hard to make out, possibly an a which would mean 1960, it actually looks older.  See photos for the weight and measurement. AL signed for the maker.  Thanks for looking!
