Vintage Neway Automatic Pellet Salesman Tool.  Manufactured by New Way Pellet Automatic Sales Co of Chicago.   It appears to be a "gambling type" device to give purchasers a discount based on the color pellet that drops.   Used back in the 1930's. Discounts are listed on the front.  Instructions are on the back.  No pellets are dropping at this time but it sounds like it is full of pellets and the mechanism sounds like it is functioning when the tool is inserted.  See photos.
