I purchased this along with a collection of antique inkwells, but I think it might be a vanity jar. It is unmarked, and my research has come up empty to find another like it. It's overall about 5" tall with a 3" wide base, composed of a 3.75" tall x 2.25" wide glass jar that sits into a 2" tall base. The base is made out of gilt metal with three feet, each of which has a humanized ram or goat head figure above a red jewel (probably glass?). The outside is hand painted with white and black for extra detail.

The lid has a 1/3" chip on the outside rim, a couple of smaller ones on the inside rim, and some flea bites. The jar has many tiny chips around the rim. You can't see them in the photos, but both the lid and base have some areas with what look like tool marks, original to when it was made and the glass cooled around them.
