WIFI Only (Also known as GPS model): You can use your Apple Watch Series SE to make calls or text someone. You can also use the internet apps etc. This will require you to be close enough to your phone so its still pairing with your Bluetooth settings. This will use your phones Cellular and Internet functions. 
WIFI + Cellular (Also know as GPS + LTE model): You get all the GPS / WIFI functions mentioned above. You also have the option to pay for a cell phone plan so you can leave your iPhone behind and have your watch act as a small iPhone with smaller Storage. You will need to pay for an additional line with your cellphone plan in order to activate this option. Contact your cellphone provider to ask them how much they charge to add a line to your Apple Watch.
