This is a TLC Junkyard Wars - Junk Jumpin' Challenge #29180 made by Jakks Pacific in 2001.  It is factory sealed and hasn't been opened or played with.  The item measures 13" X 9" X 2 1/2".

The pictures are of the actual item being auctioned.  It has been stored in a climate controlled environment in a smoke free home.
