This is one of the best "super-zooms" ever made offing the ultra desirable 24-200 range for full frame cameras. This one works perfectly except the aperture always stops down to F/22. It will require a technician to either fix it, probably with a replacement flex cable or permanently lock it wide open. 

This lens is being sold as-is. Although it works and will auto focus and make an image, f/22 is tough to work with.
