This is an Athearn HO Scale p/n 5910, Undecorated, Gunderson 5-Unit Articulated Maxi-III 48' Double Stack Well Car kit. The car kit is complete and in its original box.
It's difficult to see because all components are molded in black, the box shows wear and the shrink wrapping is wearing thin in places, however all components are intact.
