This is a very cute pair of sporty shorts by Indie brand J.Papa.  They have a very Y2K feel to them.  They have an elasticized waist and I think would be roughly mid-rise, but could be worn high-rise or potentially even low-rise.  Wear with casual tops of choice - halter tops, t-shirts, tank tops, etc.  They are in excellent condition and I think were just used for photos/a fashion presentation.  They are a brand sample and don't have the brand tag in them, but I got them direct from the brand.

I believe they are polyester and machine washing should be fine.  Made in NYC.
