15" pit to pit does have some gathers as seen in photos.  12" across empire waist under bust. 17" across at hip. 54" from center of shoulder strap to bottom of ruffle. Missing eye from hook and eye at top of zipper.  I think this is likely handmade even with the dry clean tag.
