This is a very nice and heavy, black , wrought iron paper towel holder.  Has pre-drilled holes where it can then easily be mounted onto the wall or cabinet.  I show in picture where all you do is unscrew the one end piece and slide on paper towel roll.  Nice FLEUR~DE~LIS accented end pieces.  Heavy and solid piece.  I have not attempted to clean up so will need cleaned up a bit.  I actually have two of these available , identical.
