This is a modern action figure, made by Hasbro as part of a new series of figures in retro ToyBiz style packaging. This is a figure of Storm based on the look from the X-Men '97 series.

The figure appears to be in good shape.

The packaging is also sealed and appears to be in good condition overall. There's a little scuffing on the plastic bubble (picture #4). There are a few small machine marks in the card from the sealing process (pictures #5-#13).
