This is a Thomas Kinkade's "Frosty Christmas Eve Santa" ornament.  It is part of the Old World Santas and The Ashton-Drake Gallery Heirloom Collection.  

The ornament features Santa Claus with a lovely Thomas Kinkade winter scene on the his cloak.

The ornament was released in 2003, and measures approximately 4.25" tall. 
 
It is new and has never been used.  The gold tag has is still on the ornament.
