HISTORY: Girl Guides or Girl Scouts is a parallel movement to Scouting. It evolved from the Scouting movement in the early years of the 20th century. Girls were attracted to Scouting from its inception in 1907. In different places around the world, the movement developed in diverse ways. In some places, girls attempted to join Scouting organizations and it was decided that single-gender organizations were a better solution. In other places, girls groups were started, some of them later to open up to boys or merge with boys' organisations. In other instances, mixed groups were formed, sometimes to later split. In the same way, the name Girl Guide or Girl Scout has been used by groups at different times and in different places, with some groups changing from one to another

In 1912, Juliette Gordon Low organized the first meeting of the Girl Guides in the United States. In 1908 Sir Robert Baden-Powell officially founded the Boy Scout Movement in England. He was astounded when a number of girls attended a huge rally at London's Crystal Palace in 1909. He decided the girls should have their own movement and "The Scheme for Girl Guides" was published in the November, 1909 issue of the Boy Scout Gazette. In 1910, Robert asked his sister Agnes to take charge of the movement and in that year, the Girl Guides Association was founded. Juliette Gordon Low was living in London and she met Robert and Agnes Baden-Powell. She worked with the Girl Guides program in England before returning to the United States.

In 1913, the Girl Guides' handbook, How Girls Can Help their Country, was published. It described new roles for women, encouraging them to pursue careers such as astronomers, aviators, doctors, and scientists. In addition the book contained practical information on gardening, first aid, domestic arts, and other subjects.

The name Guide was taken from a famous frontier regiment in the British Indian army, the Corps of Guides, which was noted for its skills in tracking and survival. Two central themes have been present from the earliest days of the Girl Guide/Girl Scout movement: domestic skills and "a kind of practical feminism which embodies physical fitness, survival skills, camping, citizenship training, and career preparation". These two themes have been emphasized differently at different times and by different groups, but have remained central to Girl Guiding and Girl Scouting.
