"The discussion over the 'Scrap of Paper' is considered to have been closed for some time. This is, however, erroneous. Nothing is ever closed where Germany is concerned. The German character has with many other things, good and bad, the peculiarity of being adhesive, persistent, and recurrent. In consequence Germany has reopened the discussion upon the famous interview of August 4, 1914, between the Chancellor Theobald von Bethmann-Hollweg and the British Ambassador, Sir Edward Goschen" [opening lines]

Pamphlet is in Very Good Condition: pages bright, clean, tight to the staples, and unmarked; light cover to cover crease lower edge at the spine, not impacting the text; extremely light impression of former owner's initials above the title on the front cover.
