This is a United States 3-cent Internal Revenue Proprietary Stamp which was issued from 1862-1871 to help defray the costs associated with the Civil War. Scott Catalog number is R18c. Stamp is hand cancelled and is adhered to a small photo of a child. Stamp appears to be in fine condition. I will offer this stamp for $7.50 plus $2.75 S&H in the US.
