It is sometimes interpreted as representing the eye of God watching over humankind (or divine providence). The obverse reads: IONIC CHAPTER No. 210 B.A.M. ROCHESTER N.Y. Ionic Chapter No. 210 was one of 17 Masonic organizations existing in Rochester in 1873.
