In fact, some scholars have come close to calling him the first Roman Emperor.1 At the very least he paved the way for Empire, for he showed clearly for the first time how a victorious military man could achieve absolute power in Rome and how, once established, he could rule successfully. The difference between him and a Caesar or an Augustus was his belief in the aristocratic Republican system of government. Once he felt that he had reestablished this, he did what none of his strong-man successors did: he ostensibly resigned his position.
