its from Socialist Yugoslavia made in 80s, sadly this Quality does not appear in modern world :( 

it was purchased in Soviet Union  in "Closed Shop" (Private Shop) for only high rank military officers or for KGB members store was selling limited edition products and products that was in high deficit (impossible to buy in regular stores).

Yugoslavia was country that no longer exist, he was dissolved in 1991 after big war in europe since WW2 and splitted to 7 countries one of them is Bosnia and Herzegovina where that shoes was made.

Yugoslavia was with famous making premium quality shoes not only in Yugoslavia or USSR on whole world.

i dont know exact date of production this shoes but i prefer it was between 1980 ~ 1990 years
