This is s a lovely epergne! Silver base, most likely French, certainly European. Late 1800s, early 1900s. The absence of a specific mark makes one think it was made by a local French artisan, commissioned by a wealthy family for sure, lovely object, very good condition

The base is a container for bonbons,  

candies. The "vase" for flowers. Perfect centerpiece for a rich table or as a complement for a side table.  Used usually during balls or important dinners. It was a fine complement to "show off" a family's high status and wealth. It looks silver.  No mark.
