Top Board: Does not work

Middle Board: Works

Bottom Board: Works

In it's current form this board set does not work, however I have a second Star Force set that I used to try to narrow down the problem, and I was able to trace the error to the top board. The middle and bottom boards work as intended.

Other observations:

- Missing one ribbon cable

- The SEGA chip on the top board needs some TLC (see photos).

- All the jumper wires on the middle board are standard for this game, my other set has the exact same wires

When all ribbon cables are hooked up, it displays a red screen of gibberish.
