I do not know the artist, but am assuming this is either 17th or 18th c.

I believe it is done in the old masters Dutch school/style. 

The artists name is on the back, on the frame. They have painted  E L on the front.

I believe  they also wrote the date on the back, although I am uncertain if that is what it is.

This was purchased at  a German antique shop in the 1950s.
