To my best knowlege, I always offer the cheapest price for NON US bidders: when I ask for the cheapest price, Ebay shows the price with shipping fee included, due to high postage fee to send a letter oversea (16 to 20 USD), US bidders may find a better price from US auctioneers.
I do only a quick search with country, catalog number or face value + year. If you find a better offer inform me and I will try to adapt my price.
