This is a Belkin laptop cooling pad model #F5L055.

The built-in fan is powered by a USB port on the laptop/notebook PC. It can also be used without plugging in the fan to provide some natural air flow between your lap/desk/table and the bottom of the laptop. The USB cable fits into a recessed storage channel in the bottom of the pad when not in use.

The pad has two cushioned areas on top to prevent scratching the laptop and a cushion on the bottom to prevent the pad from slipping when on a desk or table.

It is used but in great condition with only a few small scratches that don't affect performance.
