Yes, it is COMPLETE and a RARE one to find. Arms are both nice and tight. Paint has some scratches and flaws various places all around. All pegs, holes and sliding attachments present. Last 3 photos show small chips missing on both side top of legs. Still works very well and transforms as it should. Very good condition going on 27 years old!
