There is a 2 button waist closure with a slit opening. At  the base of the opening there is a split in the fabric.

There are also 2 more of these distressed fabric splits along the  waistline. See photos. 

There is one tinny stain. But the pattern is busy so it is not really  noticeable.

This is the cutest skirt.

My guess is it would fit about a 3-4 yr old Toddler.
