A cool old sign, made of cardboard and with a string for hanging it; it's about the size of a license plate.  Some staining and soling to it, but it's in overall good shape with few creases or folds and no tears; slightly damaged corner.     Unsure as to the year, but Lindsey is listed as one of the supporters of the organization, and he died in 1943 (so I'm thinking that the "Veterans of the World War" refers to World War I).
